Links are a great way to redirect someone to a picture, an illustration, a page full of words or another website so you don't have to take up too much space on your website pages trying to explain something that maybe not everyone needs to know about right at that moment. It's like your own little set of encyclopedias or maps or treasure that people can opt to look at now or later.
In this case, I did not include the link page in the site menu because I like how the menu looks without it. SO if you came to the "Links" page, it's because you were curious to find out about links.
Most template applications will show you how to make a link in one easy step. Just go to the Help menu and type in Links
Tags are a way to get more notice in search engines. You can pick out words on each page or site-wide that are "key" So in my case, because I work with Dupioni Silk, one of my key words is Silk. When someone does a Google search for Silk, my site will come up in the results. If it is not explicit in the application you are using, go to the Help menu and ask for "Tags"
